The Graduate School of Public Administration (GSPA) was established in November, 1980. GSPA aims to train administrators with creativity and leadership in various areas concerning public affairs. GSPA places strong emphasis on both theoretical knowledge and practical training. GSPA consists of six departments including sixteen majors for the Master's degree as follows.

Department of Public Administration
The department offers four majors in public policy, administrative management, urban administration and local autonomy. The educational purpose of the department is to teach students theories and practices of general public administration and offer them further education in each major and to contribute to the development of society by nurturing high quality public administrators.

Department of National Security Policy
There are two majors in this department: National Security Policy and North Korean Study and Unification Policy. The major in National Security Policy provides students with better understanding and systematic knowledge about national security issues and policy-making processes. The major in North Korean Study and Unification Policy systematically attempts to study North Korean politics, economics, society and culture. Also, it provides student with analysis of South-North Korean relations and prospects for Korean unification.

Department of Medical Administration
There are three majors in this department: Hospital Administration, Nurse Administration, and Public Health Administration. The major in Hospital Administration is a graduate level academic program developed to meet the increasing demands of the health profession for administrative capability of performing sociological, philosophical, legal and political aspects of health care. The major in Nursing Administration is designed for students to learn the management process and practical information about nursing service administration. The major in Public Health Administration focuses on the necessity of administration in the public health field and the nature of public health care for educating specialists.

Department of Law Administration
The department offers two majors: Law administration and Police administration. The educational purpose of the department is to teach students theories and cases of basic laws to understand their applications in practical fields.

Department of Social Welfare
There are three majors in this department: Social Welfare, Aging Welfare, and Care Welfare. The major in Social Welfare seeks to train social workers that understand theories and practical methods in social welfare. The major in Aging Welfare is to train professional welfare capacities with creativity and leadership to display their abilities in the field of aging and to help make their resources available to benefit the wider community and society. The major in Care Welfare focuses on training silver care professionals who can help seniors with adjustment in daily life and improvement in life quality.

Department of Real Estate
There are two majors in this department: Real Estate Development and Management and Real Estate Business and Finance. The major in Real Estate Development and Management aims at educating professionals who are capable of reasonable and efficient development and management of a variety of real estate. The major in Real Estate Business and Finance aims at cultivating real estate managerial and financial professionals in order to meet the needs of the future real estate financial market which is expected to become more and more complicated with possible occurrences of diverse changes.

To receive the Master's degree on the base of a dissertation, you must
1) complete a minimum of 30 credit units
2) write a dissertation and defend it successfully before a committee.


To receive the Master's degree without a dissertation, you must
1) get 6 credit units more in the final semester, receiving higher than B average
2) write a report under the supervision of an advisor.

Core courses: Theory of Contemporary Administration, Methodology of Social Science, Research of Modern Organization Management, Study on Personnel Administration, Study on Fiscal Administration, Reading in English Original Text.

Major in Public Policy : Special Lecture in Public Theory, Public Policy Analysis, Public Policy Formulation, Public Policy Evaluation, Electronic Government etc.

Major in Administrative management : Administrative Management, Management Science Theory, Office Management, Special Lecture in Planning, Theory of Public Enterprise, etc.

Major in Urban Administration : Urban Administration, Regional Analysis, Introduction to Urban Planning, Urban Information Structure Theory, Urban Transportation, etc,

Major in Local Autonomy : Local Government, Local Administration, Finance of Local Government, Community Development, Local Council, etc.

Major in Nursing Administration: Nursing Theory, Nursing Administration, Nursing Research, Nursing Counseling, Nursing Information, etc.

Major in Hospital Administration : Hospital Planning, Hospital Administration, Financial Management of Health Institutions, Hospital Management Analysis, Personal Administration of Health Institutions, etc.

Major in Public Health Administration: Administration of Public Health Service, Studies in Health Care Policy, Health Organization, Sociology of Health, Financing Health Care, etc.

Major in National Security Policy : National Security Policy, Security Organization, International Relations, Foreign Policy Analysis, Regional Security, ect.

Major in North Korean Study and Unification Policy : Contemporary North Korea, North Korean Diplomacy, North Korean Army, North Korean Economy Society, Reunification Policy, etc.

Major in Law Administration : Constitutional Law, Civil Law, Criminal Law, Public Administration Law, Social Security Law, etc.

Major in Police Administration : Police Laws, Police Planning, Police Organization Management, etc.

Major in Social Welfare: Introduction to Social Welfare, Community Welfare, Social Welfare Administration, Social Welfare Policy, Practice of Social Welfare Service, etc.

Major in Aging Welfare : Elderly Welfare Theory, Gerontological Nursing, Economics for the Elderly, Health Education for the Elderly, Exercise and Recreation for the Elderly, etc.

Major in Care Welfare : Introduction of Care Work, Social Welfare for the Handicapped, Technics for Social Welfare Practice, Gerontological Nursing, Elderly Welfare Theory, etc.

Major in Real Estate Development and Management : Real Estate Policy Analysis, Real Estate Management, etc.

Major in Real Estate Business and Finance : Real Estate Taxation, Principles of Business Administration, Financial Managerial Control of Business, etc.
